Eagle P3 Project

RTD released the Eagle P3 Request for Proposals (RFP) on September 30, 2009.  For a recent presentation of the Eagle P3 RFP, presented to the RTD Board on August 25, 2009, click here.

RTD released a draft of the RFP in December 2008, to three prequalified teams for their review and comment.  This approach has become standard practice for projects of this nature to assure that the latest thoughts and innovations that the industry has to offer can be incorporated into the project.  RTD has also reviewed key elements of the RFP with stakeholders as well as the federal agencies that will provide funding and oversight.

The Eagle P3 Project is a public-private partnership where RTD will contract with a team of private partners to Design, Build, Finance Operate, and Maintain (DBFOM), the East Corridor, Gold Line, a short segment of the Northwest Rail and commuter rail maintenance facility projects as one project.  Through this PPP, RTD will retain all assets while shifting much of the risk of providing the projects to the private partner or consortium.  In return, RTD will make service payments to the private partner, allowing the agency to spread out large upfront costs over a longer period of time, much like a 30-year mortgage versus a 15-year mortgage.

The East Corridor, Gold Line, a short segment of the Northwest Rail Electrified Segment and the Commuter Rail Maintenance Facility (CRMF) will be designed and built by the concessionaire.  The remainder of the Northwest Rail and North Metro corridors will be designed and built by other contractors.  The Concessionaire will provide and maintain the rail vehicles for all four commuter rail corridors.  The concessionaire will also operate and maintain the East Corridor, the Gold Line and the North West Rail Electrified Segment as well as the transit specific elements, such as stations and parking lots, on the Northwest Rail line, for up to 40 years.  In addition, the Concessionaire will arrange financing for the project and receive payments based on their performance of the operation and maintenance of the Project.  For more detail about the constituent projects please click on the appropriate items.
