The East Rail Line -- The Train to DIA

The East Rail Line is a 22.8-mile commuter rail transit corridor between Denver Union Station and Denver International Airport (DIA). The East Rail Line serves as a connection between these two important areas and travels through the adjacent employment, neighborhoods, and new development areas. The line has five intermediate stations, located at 38th/Blake, Colorado Boulevard, Central Park Boulevard, Peoria Street, and 40th/Airport Boulevard.

The East Rail Line began the Environmental Impact Statement for this project in 2003 in conjunction with CDOT to study improvements to I-70 East. In mid 2006, the project separated into the transit portion and the highway portion. The project team completed the Final Environmental Impact Statement (FEIS) for the East Rail Line in 2009. The FEIS culminated a comprehensive screening, analysis and extensive public involvement process.

Final Design began in 2010 and construction got underway in 2011. Opening day for the East Rail Line scheduled for January 2016. The East Rail Line was approved by the U.S. Federal Transit Administration (FTA) on November 6, 2009, when the FTA issued a Record of Decision. What's Next?
 
Design and Construction

The East Rail Line commuter train to the airport is getting under construction as part of the RTD FasTracks Eagle Project that is also going to construct the Gold Line to Arvada and Wheat Ridge and an extension of the Northwest Rail corridor to Westminster.

Final design is underway by a concessionaire team called Denver Transit Partners (DTP), which has a 34-year agreement with RTD to design, build, finance, operate and maintain these corridors. This public-private partnership, the first of its kind in the United States, brought the Eagle rail lines under contract for $305 million less than RTD's internal budget estimate. DTP's equity partners are Fluor Enterprises Inc., John Laing Investments and Uberior Infrastructure Investments.

Denver Transit Partners' affiliate, Denver Transit Constructors (DTC), is the design-build contractor. It anticipates that the major part of construction will begin this fall. DTC is composed of Fluor, Ames Construction and Balfour Beatty Rail Inc.
